First, it is neither formally nor in practice &quot;run by a dictator&quot;. It was such an amazing statement that I had to check with Wikipedia. Sure enough, currently the Politburo is the top leadership, who instated both president Hu Jintao and premier Wen Jiabao as they failed to impress the congress at the formal vote. Formally it is called the &quot;Hu-Wen administration&quot;.

Second, AFAIK China wanted to participate in the ISS venture, but was forced out by a single-handed will or decision enforced by US over the rest of the partnership. This pushed China on its current space strategy. If you don&#039;t like it, well: you reap what you sow.</description>
