For someone so obsessed with China as to leave out much of Russia Moon history, the text is peculiraly ill informed on it.

First, it is neither formally nor in practice “run by a dictator”. It was such an amazing statement that I had to check with Wikipedia. Sure enough, currently the Politburo is the top leadership, who instated both president Hu Jintao and premier Wen Jiabao as they failed to impress the congress at the formal vote. Formally it is called the “Hu-Wen administration”.

Second, AFAIK China wanted to participate in the ISS venture, but was forced out by a single-handed will or decision enforced by US over the rest of the partnership. This pushed China on its current space strategy. If you don’t like it, well: you reap what you sow.

July 19 is 40 years since that first moon landing (doesn't time fly) If you want to send your voice to the moon then Jodrell bank may do it.
